Bernd Fesel is an independent promoter, researcher and advisor in the Cultural Creative Industries in Europe.

He studied Economics and Philosophy in Heidelberg and Bonn from 1983 to 1990 and graduated with an economist degree. Currently he is working on a PhD in Economics at the University of Düsseldorf.

In 1990 he started his career in art market as co-owner of the Gallery Karin Fesel, becoming 1997 Managing Director of the German and then the European Gallery Association in Brussels. 

In 2003 he founded the Bureau for Cultural Policy and Economy and served as advisor of the German UNESCO Commission and the German Federal Foreign Office. Since 2010 he is deputy director of the european centre for creative economy (ecce), an institute of the European Capital of Culture RUHR.2010, www.e-c-c-e.com, and chairman of the European Creative Business Network ( ECBN ), www.ecbnetwork.eu

Professional Career
In 1990 Bernd Fesel became partner of the Gallery Karin Fesel in Dusseldorf having specialized on International Colour Painting. Bernd Fesel worked with distinguished artists like Helen Frankenthaler, Franz Gertsch, Fabrizio Plessi and Magdalena Abakanowicz.
 In 1997 he was elected managing director of the Federal Association of German Galleries in Cologne. During this time he launched the first web portal for German galleries, organised the first online art fair with the support of the Deutsche Telekom and developed an educative CD-Rom on the art of the 60s, which was distinguished by the European Commission. The Federal Association of German Galleries was also organizing the renown International Fair for Modern Art, the Art Cologne, in which Bernd Fesel was involved in numerous ways as Managing Director.

From 2000 to 2004 he was honorary spokesperson of the German Arts Council, the federal umbrella association of about 15 arts federations and approx. 60.000 members. Since 2002 he has been board member of the German Council for Cultural Statistics, 2003 to 2005 chairman of the committee “Creative Industries” in the German National Council for Culture of approx. 220 German Cultural Federations.

In 2003 Bernd Fesel initiated the first national conference on cultural industries in Berlin, which was organised every year in cooperation with the Friedrich Naumann Foundation, the German Council for Cultural Statistics and German National Council for Culture. Its aim: Bringing Creative Industries on the agenda of federal politics, f.e. with yearly Federal Statistics on Creative Industries. In 2007 the fourth conference was part of the German EU-Presidency and focused on Creative Industries in Europe and was opened by the German Federal Minister of State for Culture and Media, Bernd Neumann. It was the first European Conference on Creative Industries in Berlin. In 2010 Bernd Fesel decided not continued the conference in its traditional form, since in the meantime the Federal Government created a yearly Conference on Creative Industries as well as Creative Industries Initiative and Federal Funding.

In 2012 the conference will continue and re-start as the first Media Forum on Creative Industries.

In 2008 Bernd Fesel started advising the European Capital of Culture 2010, Essen for the RUHR, on strategies for Cultural Creative Industries, later on supporting the realization of diverse projects such as the European Film Awards, the PICNIC Saloon or the Creative Quarters Ruhr. His main focus was on starting the web-tv for culture and creativitiy, www.2010lab.tv as the largest lead project of the European Capital of Culture, Essen for the RUHR.2010. In 2009 the european institute for creative economy ( ecce ) was founded by the European Capital of Culture to establish with 14 employees and 30 free-lancers throughout Europe a sustainable structure to promote Cultural Creative Industries after the European Capital of Culture was over. In 2009 Bernd Fesel was nominated as Vice-Director of ecce, Director was Prof. Gorny. The office of ecce were moved from Essen to Dortmund and is since 2010 located at the Dortmunder U, Dortmund, www.e-c-c-e.eu

Bernd Fesel is furthermore active in Europe in the following selected institutions:

Science and Research
Bernd Fesel gave and gives lectures on decision strategies in creative industries, f.e. at University in Hagen, the Friedrich-Wilhelm-University in Bonn, the University of the Arts in Berlin or the Architecture Faculty in Delft. He is specialized in Game Theory and New Institutional Economics (NIE) in the Creative Industries having studied with Prof. Reinhard Selten (Nobel Price Winner 1994 for Game Theory).
Bernd Fesel is working on a PhD in Economics at the Heinrich-Heine-University of Düsseldorf, Faculty of Prof. Dr. Bernd Günter (Dekan), on the topic of Cultural Marketing of Art Museums in Germany. He started the PhD research with a first nationwide questionnaire of some 600 Art Museums in collaboration with the Institute of Museum Research in Berlin.
